The Ministry of Rural and Community Development (MRCD) works with communities across Niger State to place people at the centre of development. The Ministry coordinates the Niger State Ward Development Project (NSWDP) across the state's 274 wards, develops and implements strategies that address the unique needs of rural communities, and promotes economic growth, social wellbeing and environmental sustainability.
The Ministry is headquartered at Abdulkareem Lafene Secretariat Complex, Block D, Ground Floor, Minna, Niger State, and works through five departments — Administration; Ward Development; Rural Development; Infrastructure Development; and Planning, Research & Statistics — supported by two agencies: the Rural Access and Agricultural Marketing Project (RAAMP) and the Community and Social Development Agency (CSDA).

Ministry leadership
Dr. ISAH ADAMU
Dr. Isah Adamu is the Honourable Commissioner for Rural and Community Development in Niger State, serving under the administration of Governor Mohammed Umaru Bago. He oversees initiatives focused on rural infrastructure, grassroots development, community empowerment and improving the living conditions of communities across the state.
Dr. Yakubu M. Bello
Dr. Yakubu M. Bello is a senior civil servant in the Niger State Government, serving as Permanent Secretary of the Ministry of Rural and Community Development. He provides administrative leadership and coordinates the implementation of government policies and development programmes, supporting grassroots initiatives, community empowerment and sustainable rural development across the state.
